Bringing Order to Early Education: Maharashtra Mandates Pre-Primary School Registration

Maharashtra is transforming early childhood education by requiring all private pre-primary schools to register, ensuring better oversight and quality for young learners. With over 17,500 schools already registered, the initiative aims to create a safer, more transparent system for families.

Mumbai | 25July, 2025: In Maharashtra, the landscape of early childhood education is undergoing a significant shift. The state has introduced a mandatory registration policy for all private pre-primary schools, including nurseries, kindergartens, and other early learning centers. This move brings thousands of previously unregulated institutions under government scrutiny, aiming to improve quality, safety, and transparency for children aged three to six and their families.

Until recently, many pre-primary schools operated in small urban spaces or residential areas without any official oversight. Some were tucked away in narrow alleys, running without proper records or accountability. The lack of centralized data left parents in the dark about the quality of education and facilities. Now, with 17,542 schools registered on the state’s portal—and more expected to join—this initiative is creating a comprehensive database to track management, staff, student numbers, and infrastructure. Pune leads with 2,617 registered schools, while Sindhudurg trails with just 60.

This effort aligns with the National Education Policy (NEP) 2020, which prioritizes safe, inclusive, and high-quality early childhood education. By mandating registration, the government seeks to ensure that every pre-primary school meets basic standards, fostering nurturing environments for young learners. The policy also makes it easier for parents to access reliable information about schools, empowering them to make informed choices for their children.

The registration process requires schools to submit detailed information, from staff qualifications to physical infrastructure, shining a light on their operations. While 11,054 schools have completed full registration, 6,488 are yet to provide complete details, indicating the scale of the challenge. This initiative is a step toward accountability, ensuring that even small, privately run centers adhere to guidelines that prioritize child safety and educational quality.

For families, this is a welcome change. Parents often struggle to evaluate the countless pre-primary options, many of which lack transparency. The new system promises to bridge this gap, offering a clearer picture of what each school provides. Beyond parents, the policy benefits children by promoting environments where they can thrive, learn, and grow safely.

The road ahead involves ensuring all schools comply fully and that the government follows through with monitoring and support. This initiative is more than just paperwork—it’s about building trust and setting a foundation for quality education from the earliest years. By bringing order to the pre-primary sector, Maharashtra is investing in its youngest citizens and their future.
