Two Fugitive ISIS Terrorists Taken at Mumbai’s Airport 

Two fugitive ISIS militants, Abdullah Fayyaz Sheikh and Talha Khan, were nabbed by NIA two years on the run at Mumbai airport.  They participated in a bigger terror conspiracy and managed an IED-making cell in Pune.

Pune | May 17, 2025: Two most sought-after ISIS agents—Abdullah Fayyaz Sheikh, also known as Diaperwala, and Talha Khan—from Mumbai International Airport have been detained by the National Investigation Agency (NIA) in a major breakthrough.  Fugitives for two years, the pair was caught upon arrival from Jakarta, Indonesia at Terminal-2 by the Immigration Bureau and subsequently turned over to the NIA.

Both were important members of a sleeper cell connected to the banned terrorist group ISIS and had been involved in a significant terror plan focused on manufacturing and testing Improvised Explosive Devices (IEDs) in Pune during 2022–2023.  Acting on a non-bailable order granted by a Mumbai special NIA court, authorities followed the pair’s travel abroad.  Earlier announcements of ₹3 lakh apiece for information leading to their capture.

Investigations uncover that the alleged men rented a bungalow in Kondhwa, Pune, where they carried out bomb-making experiments and training courses along with other members of the module. Controlled IED blasts also were used to test the devices. These activities fall under a larger design to fight war against the Indian government by creating fear and disrupting peace pursuant to ISIS’s extremist ideology of establishing an Islamic state.

With Abdullah and Talha arrested, there are now ten defendants overall in this case.  Earlier, the NIA had charged the group under the Unlawful Activities (Prevention) Act, Explosive Substances Act, Arms Act, and portions of the Indian Penal Code.  The remaining eight already under arrest are Mohammad Imran Khan, Mohammad Yunus Saki, Abdul Qadir Pathan, Simab Naseeruddin Qazi, Zulfikar Ali Badodawala, Shamil Nachan, Akif Nachan, Shahnawaz Alam

Every accused person is thought to have belonged to a larger terror conspiracy aiming at destabilising India by means of violence and fear.  The NIA keeps exploring the network and delving more into it.
