In a remarkable achievement, the Ulhasnagar Municipal Corporation (UMC) has secured the No.1 rank among 29 municipal corporations in Maharashtra, according to the recently released 100-day action plan report card.
The report, unveiled by Chief Minister Devendra Fadnavis, highlights the exceptional performance and transformative progress made by UMC in a short span of time.
This distinction marks a significant milestone for the city, reflecting sweeping changes in civic governance and infrastructure. Much of this progress is credited to the dynamic leadership of Commissioner Manisha Awhale, who took charge in mid-January 2025.
A central government-appointed committee recently conducted a rigorous assessment of municipal bodies across Maharashtra. Under Awhale’s guidance, UMC presented a detailed account of development works, strategic plans, and improvements in service delivery—earning widespread appreciation from the review panel.
Insiders privy to the development acknowledge the unbelievable work done by two civil servants, career babus -Manisha Awhale and Vikas Dhakane! Foundational groundwork laid by former Commissioner Vikas Dhakane, often referred to as the “Infra Man”, for UMC’s turnaround and implementation and innovative approach towards transformation of Manisha Awhale, present Municipal Commissioner have made Ulhasnagar one of the most notable winners in Chief Minister Devendra Fadnavis’ medal list!
Vikas Dhakane’s visionary ‘Mission 50’ initiative introduced bold and tangible reforms—such as development of five model roads, four model schools, model reading rooms, modern parking systems, an e-office framework, and the digitization of citizen services like property tax, water tax management.
Reforms like Integrated Works Management System (IWMS) and Inward-Outward System, digitization of records set a strong foundation upon which the current administration in Awhale’s leadership has effectively built new systems and set standards high.
Beyond infrastructure, UMC has also focused on civic aesthetics and cultural heritage. Directional signages in Marathi, the beautification of historic temples, and the addition of urban artwork have contributed to a refreshed, citizen-friendly city identity. The newly revamped City Square has further enhanced the modern and inclusive look of public spaces.
From small town with poor infrastructure facilities and lack of digital services Ulhasnagar has come so far to become a case study of people friendly digital services.
