
During his first visit to Maharashtra, CJI Bhushan Gavai expressed displeasure at the lack of high authorities during his welcome. Protocol failure reveals a serious mistake in showing institutional respect.

Pune| May 19, 2025: During his first official visit to Maharashtra since assuming the country’s highest judicial office, Chief Justice of India Bhushan Gavai showed obvious outrage today at the failure of top state officials to be present upon his arrival in Mumbai. Top administrative and police officials are usually expected to be here to receive the Chief Justice. Missing again, though, were Chief Secretary Sujata Saunik, Director General of Police Rashmi Shukla, and the Mumbai Police Commissioner. Their absence was forcibly drawn to his notice by Chief Justice Gavai at a felicitation ceremony hosted by the Maharashtra and Goa Bar Council.
The Chief Justice added that while he had come back to his home state in his new role, the state’s top officials did not consider it important to be present. “If this was something right in their opinion, they should reflect,” he added, gently but firmly voicing disappointment.
Following this, both Rashmi Shukla and Sujata Saunik rushed to Chaityabhoomi in Dadar, where Justice Gavai paid tribute to Dr. Babasaheb Ambedkar. Senior officials then ensured their presence in subsequent events.
The lapse in Chief Justice’s visit protocol is symbolic disrespect, if not administrative. Born in Maharashtra and appointed India’s first Chief Justice from the state, it is a historic moment. unfortunate as it is, the fact that top state leaders did not show up at his welcome is revealing. His late arrival is rather reaction than respect. This episode serves as a reminder that institutional dignity and state hospitality must never be taken for granted, particularly in the context of honoring constitutional leaders who embody highest justice.
