Maharashtra’s local body elections will be held in three phases from October to December due to EVM constraints. Ward formation is underway. These polls may reshape the state’s political landscape significantly.
Mumbai, July 10, 2025: After months of speculation and delays, momentum is finally building around Maharashtra’s long-pending local body elections. Following a Supreme Court directive mandating elections within four months, the state government and election commission have begun outlining the roadmap to conduct these crucial polls.
Sources indicate that the elections — which include polls for municipal corporations, municipal councils, Zilla Parishads, Panchayat Samitis, and Nagar Panchayats — will be conducted in three phases due to logistical challenges such as the limited availability of EVM machines.
Tentative Election Timeline:
- Phase 1 (October): Elections for Panchayat Samitis, Nagar Panchayats, and Municipal Councils
- Phase 2 (November): Zilla Parishad elections
- Phase 3 (December): Municipal Corporation elections in major cities like Mumbai, Thane, and Nashik
With this timeline, political activity across parties is likely to intensify. These elections are seen as a mini-assembly rehearsal, with potential to impact future alliances and regional power structures.
Ward Formation Process Underway:
The Urban Development Department has already instructed all urban local bodies to prepare draft plans for ward formation. According to officials:
- Ward demarcation for Panchayats and Zilla Parishads is expected to be completed by August.
- Ward structuring for municipalities is expected by October.
Once draft structures are announced, there will be a period for public objections and suggestions, followed by hearings, and finalization of wards.
What This Means Politically:
The phased polls are expected to play a pivotal role in shaping the next phase of Maharashtra’s political landscape, especially post the last Assembly elections. Political parties are preparing for tough fights at the grassroots, as these elections often serve as testing grounds for leadership strength and party influence.
