Maoist Letter Sparks Row: “Centre Can Talk to Pakistan, But Not to Tribals – Telangana Should Declare Ceasefire”

A leaked Maoist letter criticizes the Centre for ignoring tribal issues, proposing a ceasefire with Telangana after failed talks. It alleges betrayal during past truces and demands state-level peace efforts.

News Bureau | July 14, 2025: A sensational letter allegedly written by top Maoist leader Mallojula Venugopal alias Abhay (also known as Sonu or Bhupathi), a Politburo member of the CPI (Maoist), has surfaced, accusing the Central government of hypocrisy in its approach to peace negotiations. The letter criticizes the Modi-Shah administration for engaging in dialogue with Pakistan and northeastern insurgent groups while refusing to speak with tribals and those leading their struggle — namely, the Maoists.

In a startling revelation, the letter claims that peace committee members Chandrapal and Hargopal, who are mediating on behalf of the Maoists, met with Telangana Chief Minister, Congress President Mallikarjun Kharge, and Rahul Gandhi to discuss the possibility of a ceasefire.

“The Central government is ready to speak with foreign enemies and terrorists but refuses to engage with its own tribal population and those fighting for their rights,” the letter states.

The Maoists have now proposed a ceasefire solely with the Telangana government, bypassing the Central and Chhattisgarh governments, following what they claim was betrayal during earlier peace efforts.

According to the letter, a peace initiative was proposed in March 2025, with Maoists declaring a unilateral one-month ceasefire starting March 28. They demanded a halt to anti-Maoist operations and a freeze on the establishment of new security camps. However, during this period, the letter alleges, security forces killed 85 Maoist commanders, including senior leader Basavaraju, whose body was never returned to his family — a move the Maoists condemned.

Despite their proposal for peace, the Maoists claim that the government launched major offensives like Operation Karegutta during the ceasefire period. This, they argue, shows the Centre’s unwillingness to negotiate sincerely.

With the Centre and Chhattisgarh allegedly ignoring their overtures, the Maoists are now appealing to the Telangana government to independently declare a ceasefire and begin a separate peace process. They argue that while the Centre declared ceasefires in the Northeast after engaging with terrorist groups, it refuses to extend the same courtesy to tribals fighting for their land and rights.

The letter also condemns Union Home Minister Amit Shah’s statement made on June 29 in Nizamabad, where he said the Maoists now have “no option but to surrender.” The Maoists termed this statement “provocative and insensitive,” accusing the government of attempting to crush a people’s movement instead of addressing root issues.

This letter, if authentic, raises serious questions about the government’s selective engagement in conflict resolution and may trigger new debates about how India deals with internal insurgency versus external threats.
