Mumbai | June 11, 2025: The Land Records Department has taken a significant step to curb the misuse of Section 155 by Tehsildars in rectifying errors in Satbara Uttaras (7/12 extracts). Going forward, all alterations and corrections under this section must be processed online only, eliminating the previous system of issuing offline orders.
This move aims to enhance transparency in land record management. The new digital process ensures that the entire chain of responsibility—including who made the correction, on whose order, and the exact changes made—will now be tracked online. The department has issued a detailed circular outlining the updated protocol.
Section 155 of the Maharashtra Revenue Act, 1966 had granted Tehsildars powers to correct errors detected during the computerization of Satbara records. During the digitization campaign initiated by the state government, several mistakes were found in the manually written records—such as incorrect names, land area discrepancies, unverified legal heirs, and inconsistent remarks under the Family Act.
Initially, to address these anomalies swiftly, the government authorized Tehsildars to make necessary corrections. However, serious misuse of this provision soon came to light. Complaints poured in from across the state, highlighting instances where names were wrongly added to Gairan (grazing) lands, ownership details were tampered with, and land sizes were arbitrarily altered.
In response, the state government ordered a comprehensive inspection, tasking Divisional Commissioners with investigating the reported irregularities. A report has since been submitted to the government, although no concrete action has been taken on it yet.
To rein in these discrepancies and prevent further abuse, the Land Records Department has now revised the implementation of Section 155. With the new online system in place, officials believe it will be easier to track, verify, and hold accountable those responsible for any unauthorized alterations in land records.
This development marks a critical shift towards digitized governance and aims torestore public trust in the integrity of land administration across Maharashtra.
