PCMC Stands Firm Against Freehold Conversion, Prioritizes Fairness in Leasehold Policy

Pune| 27 July, 2025: In a move that balances community needs with fiscal responsibility, the Pimpri-Chinchwad Municipal Corporation (PCMC) has taken a resolute stance against converting leasehold properties into freehold without charging a premium. The decision, communicated to the state government by Municipal Commissioner Shekhar Singh, responds to demands from public representatives to simplify property ownership under the former Pimpri-Chinchwad New Town Development Authority (PCNTDA). This issue, affecting thousands of residents, has sparked discussions about fairness, accessibility, and the sustainable management of civic resources.

The PCNTDA, merged into the Pune Metropolitan Region Development Authority (PMRDA) in 2021, transferred control of 9,970 plots—7,707 residential, 837 industrial, and 1,426 other residential properties—to PCMC. Spanning 333,535 square meters, these plots were originally leased for 99 years, a system established four decades ago. While the leasehold structure ensured long-term access to land, it has posed challenges for property holders during redevelopment, inheritance, or transfers, prompting calls for conversion to freehold status. These concerns gained traction during the recent monsoon session, as residents highlighted technical hurdles that complicate their ability to manage or pass on their properties.

PCMC, however, is cautious about the financial implications of such a change. Converting leasehold plots to freehold without a premium could lead to significant revenue losses for the corporation, which relies on these funds to support public services like infrastructure, healthcare, and education. Many of these plots, particularly those reserved for public utilities, are also encroached upon, adding complexity to the issue. By proposing a premium for conversions, PCMC aims to safeguard its resources while addressing the practical difficulties faced by leaseholders, ensuring a fair and sustainable solution.

The community at the heart of this debate includes families, small business owners, and industrial stakeholders who have built their lives around these properties. For them, the leasehold system can feel like a bureaucratic maze, limiting their ability to fully utilize or transfer their assets.
