
Shivshahi Buses to Transform into 'Lalpari' as MSRTC Seeks Solution to Chronic Issues
Pune, April 15, 2025 – In a major operational overhaul, the Maharashtra State Road Transport Corporation (MSRTC) has decided to phase out its underperforming Shivshahi buses, converting them into standard “Lalpari” ST buses. The move aims to resolve long-standing issues related to breakdowns, passenger discomfort, and high maintenance costs.
Why the Change?
The Shivshahi fleet, consisting of 790 semi-luxury buses, was initially introduced as a premium option in the MSRTC lineup. However, the fleet soon gained notoriety for:
- Poor maintenance and unhygienic interiors
- Frequent breakdowns during travel
- Non-functional air-conditioning systems
- Damaged seats and deteriorating fittings
Despite multiple renovation efforts, MSRTC officials determined that repairs were no longer cost-effective due to the structural limitations and outdated internal designs of the buses.
What’s the New Plan?
Instead of scrapping the fleet entirely, MSRTC plans to downgrade and integrate these buses into its regular ST service under the “Lalpari” branding. A senior MSRTC official stated, “We are considering converting the existing Shivshahi buses into standard ST buses to strengthen our ordinary fleet, especially as the number of operational Lalpari buses is declining.”
The conversion process is expected to involve removing luxury elements, repainting the buses in the red ST scheme, and reconfiguring interiors to match Lalpari standards.
Cost vs Benefit: The Debate
The move has sparked controversy over conversion costs. Sandip Shinde, Chairman of the Maharashtra State Transport Workers’ Association, criticized the plan, saying, “If the cost of transformation turns out to be excessive, it might be more economical to procure new buses instead of overhauling old ones.”

MSRTC will finalize the decision after consultations with private operators and further financial analysis. If implemented, the transition could significantly impact intercity travel, offering more consistent services and addressing passenger grievances tied to the failing Shivshahi fleet.
