MoD signed an MoU with TIDCO to build a defence testing facility in Tiruchirappalli under DTIS. Backed by a ₹400 crore scheme, it boosts indigenous defence capabilities and Aatmanirbharta.
New Delhi | July 28, 2025: In a major push for defence self-reliance, the Ministry of Defence (MoD) signed a Memorandum of Understanding (MoU) with Tamil Nadu Industrial Development Corporation Limited (TIDCO) to establish a state-of-the-art testing facility in the Mechanical & Material domain in Tiruchirappalli, Tamil Nadu. The initiative comes under the Defence Testing Infrastructure Scheme (DTIS), launched to promote indigenous defence production and reduce import dependence.

The MoU was exchanged in the presence of Secretary (Defence Production), Shri Sanjeev Kumar, along with senior officials of MoD and TIDCO. The new testing facility will be built through a Special Purpose Vehicle (SPV) with Micro Labs as the lead private partner. Other consortium members include TIDCO, Bharat Earth Movers Limited (BEML), Hindustan Aeronautics Limited (HAL), and Vaidheswaran Industries.
The DTIS supports up to 75% of the project cost as Grant-in-Aid, while the remaining 25% is contributed by the SPV, a joint initiative of private players and state/central entities. The upcoming Tiruchirappalli facility will be equipped with cutting-edge testing tools, designed to support both public and private sector needs in the defence sector.
With a total allocation of ₹400 crore, the DTIS was launched by Defence Minister Shri Rajnath Singh to create high-end testing infrastructure across India. So far, seven such facilities have been approved—four in Tamil Nadu and three in Uttar Pradesh, forming part of the larger vision to strengthen India’s Defence Industrial Corridors.
This collaborative effort is expected to significantly enhance India’s defence capabilities and contribute meaningfully to the vision of Aatmanirbhar Bharat.
