Kaustubh Dhavse has been appointed Chief Advisor (Investments & Strategy) to Maharashtra CM Devendra Fadnavis, focusing on investment promotion, FDI, infrastructure coordination, and IT strategy, ending his tenure as OSD.
Pune | 14 July ,2025: Â Kaustubh Dhavse, formerly Officer on Special Duty (OSD) to the Chief Minister, has been appointed Chief Advisor (Investments & Strategy) to Maharashtra CM Devendra Fadnavis, with immediate effect.
As per an official order approved by the General Administration Department (GAD), Dhavse will now lead strategic initiatives in four key areas:
- Investment promotion strategy and policy design
- Foreign Direct Investment (FDI) facilitation
- Coordination of Infrastructure Projects’ War Room
- Driving major Information Technology initiatives
With this new appointment, his tenure as OSD comes to an end.
Strong Corporate and Academic Background
Prior to his entry into public service, Kaustubh Dhavse built a successful career with leading corporates such as Solectron Inc., HP Inc., and Frost & Sullivan, and is known for his deep expertise in technology, strategy, and consulting.
An electronics engineer from Mumbai University, he holds an MBA from SP Jain Institute of Management & Research, where he graduated as valedictorian and was featured on the Dean’s merit list. He also holds a Public Policy degree from Harvard University’s John F. Kennedy School of Government.
This appointment signals a renewed focus on strategic investment and tech-led governance under the Fadnavis administration.
