Maharashtra orders 29-ward structure for municipal polls; Pune to have 165 corporators. District Collectors empowered for Nagar Panchayat restructuring. Elections likely soon following Supreme Court’s deadline

Pune | June 11, 2025: The Maharashtra government has directed municipal commissioners, including those of Mumbai, Pune, and Pimpri-Chinchwad, to implement a 29-ward structure in preparation for long-pending municipal elections. This move comes after the Supreme Court’s directive to conduct elections within four months, ending over three years of administrative rule in many civic bodies.

In Pune, the civic body will now have 165 corporators based on the population estimate of 34.81 lakh from the 2011 census. The city will be divided into 39 four-member wards and three three-member wards, aligning with the new norms that cap corporators between 161 and 175 for cities with populations over 30 lakh.

While Mumbai is excluded from the four-member rule, other corporations will follow this model. The Urban Development Department has also started laying out guidelines for Municipal Councils and Nagar Panchayats, mandating two or three-member wards, with a fixed limit of 17 members for Nagar Panchayats.

District Collectors have been empowered to oversee ward formation for councils and panchayats. The Chief Officers will prepare draft structures and submit them for approval to the State Election Commission, which will also handle objections, suggestions, and final publication. The ward structure will be finalized based on geographical logic and inclusivity, ensuring minimal disruption to communities and public services.

The full election program is likely to be announced soon, marking a significant step toward restoring elected local governance across Maharashtra.
