Pune: MPSC Probationers Begin Civil–Military Training to Strengthen Governance and Crisis Preparedness

Pune|November 29, 2025: A new batch of Maharashtra Public Service Commission (MPSC) probationary officers in Pune has begun an intensive civil–military training programme designed to improve administrative preparedness, crisis management and coordination with defence forces. The initiative aims to equip future state officers with the skills needed to respond effectively during natural disasters, security emergencies and large-scale public events where civil and military cooperation is crucial. The training brings together young officers from various administrative streams and exposes them to structured modules on leadership, field operations, disaster response systems, internal security practices and communication protocols used by defence establishments.
Officials involved in the programme said the goal is to create a new generation of administrators who can handle complex emergencies with confidence and work seamlessly with defence, police and disaster-management agencies. The curriculum includes mock drills, survival exercises, rescue simulations, sessions on crowd control, strategic communication, command responsibilities and stress management. Probationers are also taught how the armed forces manage logistics, decision-making under pressure, rapid deployment and large-scale coordination — skills that translate directly into effective district-level governance.
In recent years, Maharashtra has faced a wide range of challenges including floods, landslides, industrial accidents, urban fires and civic disruptions. Each of these incidents requires swift and coordinated action between civil authorities and forces on the ground. Trainers said that administrators who understand military-style discipline, planning and execution are better equipped to reduce response time and prevent loss of life. The programme also aims to strengthen leadership abilities, develop mental resilience and encourage a problem-solving approach that young officers can apply throughout their careers.
Probationers participating in the course said the training gives them a deeper appreciation of field realities beyond classroom learning. For many, this is their first direct exposure to tactical drills and real-time decision environments. The sessions are expected to help them handle district administration duties more effectively once they are posted across the state.
