Residents have alleged a multi-crore TDR scam linked to the proposed Kelewadi–Balbharti–Paud Phata road. PMC Commissioner Navalkishore Ram assured a thorough inquiry after meeting members of Jairam Cooperative Housing Society.

Pune | 12 December 2025: Serious allegations of a thousand-crore Transfer of Development Rights scam have surfaced in connection with the proposed Kelewadi–Balbharti–Paud Phata road project linked to Survey No. 44. Members of Shri Jairam Cooperative Housing Society met Pune Municipal Corporation Commissioner Navalkishore Ram to highlight irregularities and demand an immediate investigation.

Rahul Wanjale from the society said the Detailed Project Report for the road has been prepared in a way that benefits Kumar Properties, even though the land belongs to the housing society. He claimed the DPR was drafted to allocate TDR to Kumar Properties, raising questions about how such approval was processed without land ownership.

Wanjale said that while the Slum Rehabilitation Authority project in the area is incomplete, attempts are still being made to award TDR. He added that inconsistencies were also found when the SRA project was transferred, and that officials have pushed the DPR forward “as if the land belongs to Kumar Properties.”

Citizens said that the Road Department and the Property Management Department have not provided documents requested under the Right to Information Act. They demanded that the information be released so the public can understand the decision-making that led to these irregularities.

Commissioner Navalkishore Ram assured the delegation that the matter will be reviewed thoroughly. He promised that the administration will examine how the DPR was prepared, verify ownership details and take necessary action if misconduct is confirmed.

The meeting included Sachin Yadav, Umesh Misal, Nilesh Sontakke, Vinod Shivankar, Tejas Bhagat, Sameer Niwangune and Deepak Gawde. Residents said they expect transparent disclosure and corrective steps because the alleged irregularities involve public land, public money and a major city road project.
