Pune |02 March 2026: In a major crackdown aimed at restoring pedestrian access and easing traffic congestion, Pune Police have registered 40 First Information Reports (FIRs) against hawkers for illegally occupying footpaths and portions of busy roads across key city areas, including JM Road and FC Road. The action was carried out over the weekend as part of an intensified anti-encroachment drive targeting unauthorized stalls obstructing public walkways.

According to officials from the Pune Police, repeated warnings had been issued to vendors operating on footpaths and spilling onto carriageways. However, several hawkers allegedly continued to conduct business in restricted areas, forcing pedestrians onto the main roads and worsening traffic congestion. Authorities stated that such encroachments pose serious safety risks, particularly during peak hours when vehicle density is high.

The FIRs were registered under relevant provisions of the Bharatiya Nyaya Sanhita (BNS), which address obstruction in public ways and negligent conduct that may endanger human life. Police officials clarified that the action was not arbitrary but followed multiple rounds of notices and verbal warnings. “Footpaths are meant exclusively for pedestrians. When they are blocked, citizens are compelled to walk on busy roads, increasing the likelihood of accidents,” a senior officer said.

The enforcement drive covered several high-traffic stretches including Bhandarkar Road, Shirole Road, Karve Road, Khilarewadi Road, and areas near Kamla Nehru Park. These locations are not only commercial hubs but also key pedestrian corridors used by students, office-goers, and local residents. On routes such as JM Road and FC Road — known for shopping outlets, eateries, and heavy youth footfall — illegal vending has been a recurring issue for years.

Authorities emphasized that the objective of the drive is to ensure public safety and maintain smooth vehicular movement. Traffic congestion in central Pune has been a persistent concern, with narrow roads, parked vehicles, and unauthorized stalls contributing to bottlenecks. Residents have repeatedly raised complaints about blocked pavements, arguing that the lack of clear walking space compromises both convenience and safety.

The action also aligns with broader efforts by the civic administration to curb illegal encroachments and regulate street vending activities. Officials indicated that coordination between police and municipal authorities will continue to ensure sustained enforcement rather than sporadic drives. Regular inspections and monitoring are expected in the coming weeks to prevent re-encroachment.

Urban planning experts note that while enforcement is necessary, a long-term solution would require designated vending zones and clear regulatory frameworks that balance pedestrian rights with the livelihoods of small traders. Pune, like many growing Indian cities, faces the dual challenge of managing informal commerce while ensuring accessible and safe public infrastructure.

For daily commuters and pedestrians, the crackdown has brought temporary relief. “Walking on JM Road during peak hours becomes extremely difficult when footpaths are blocked. Strict action was long overdue,” said a local resident. However, some vendors expressed concern about the impact on their earnings, highlighting the need for structured relocation or licensing mechanisms.

The police have reiterated that similar action will continue if violations persist. Officials have urged hawkers to comply with regulations and avoid occupying footpaths and road margins illegally. With central Pune witnessing increasing traffic volume and pedestrian movement, authorities say maintaining clear walkways is essential to prevent accidents and reduce congestion.
