The development comes in the backdrop of a major parliamentary setback for the government, as the Constitution (131st Amendment) Bill, 2026, could not secure the required two-thirds majority. The bill, which aimed to introduce 33 per cent reservation for women in Parliament and state assemblies, received 298 votes in favour and 230 against, falling short of the 352 votes needed for passage.

The proposed legislation also included provisions to increase the number of Lok Sabha seats from the current 543 to a maximum of 850. This expansion was intended to facilitate the implementation of women’s reservation ahead of the 2029 general elections. However, the proposal faced strong opposition, particularly over its linkage with the delimitation exercise based on the 2011 Census.

Following the bill’s failure, the government decided not to proceed with two related legislations the Delimitation Bill, 2026 and the Union Territories Laws (Amendment) Bill, 2026. The decision was conveyed to Lok Sabha Speaker Om Birla, indicating a temporary halt to the broader reform agenda tied to the amendment.
