Union Home Minister Amit Shah launched four digital tools and unveiled mascots ‘Pragati’ and ‘Vikas’ for Census 2027, which will be India’s first fully digital population count with self-enumeration.

New Delhi | 06 March, 2026: Union Home and Cooperation Minister Amit Shah on Thursday unveiled four advanced digital tools and introduced the official mascots ‘Pragati’ and ‘Vikas’ for the upcoming Census 2027, marking a significant step toward modernising India’s population data collection process.
The digital platforms have been developed by the Centre for Development of Advanced Computing (C-DAC) to streamline the large-scale enumeration process across the country. Senior government officials, including the Union Home Secretary and the Registrar General and Census Commissioner of India, were present during the launch event. Census 2027 will be conducted in two phases and is expected to be the world’s largest population enumeration exercise. For the first time in India’s history, the census will be carried out through digital platforms, allowing citizens to participate through a secure self-enumeration system.

Through the web-based Self Enumeration (SE) portal, residents will be able to submit their personal and household details online before the door-to-door survey begins. The system will support data entry in 16 languages, making the process more accessible to people across diverse linguistic regions of the country.Officials said more than 3 million enumerators, supervisors, and other personnel will participate in the nationwide exercise. The Government of India had earlier issued the official notification for Census 2027 in the Gazette on June 16, 2025, formally initiating preparations for the massive data collection programme.

The mascots ‘Pragati’ representing a female enumerator and ‘Vikas’ representing a male enumerator have been introduced as friendly symbols to create public awareness about the census. The characters are designed to highlight the equal participation of men and women in building a developed India by 2047
