The Bombay High Court has ordered MSEDCL to grant quicker, automatic approvals for rooftop solar systems up to 10 kW, boosting ease of access for consumers and promoting renewable energy adoption.
Mumbai | March 18, 2026: In a significant push for renewable energy adoption, the Bombay High Court has directed the Maharashtra State Electricity Distribution Company Limited (MSEDCL) to streamline and expedite approvals for rooftop solar systems up to 10 kW.
The directive came while hearing a petition that challenged delays and restrictions in granting approvals for small-scale solar installations. The court noted that as per existing central rules, rooftop solar systems up to 10 kW are eligible for deemed or automatic approval, without requiring detailed technical feasibility checks.

During the proceedings, MSEDCL assured the court that it would approve all complete applications upon payment of the required fees and adhere to a strict timeline for processing requests. According to the undertaking submitted, approvals will be granted within three days in metropolitan areas, seven days in municipal regions and up to 15 days in rural areas.
The court accepted this assurance and directed the power utility to comply with the commitment, effectively ensuring faster clearances for residential and small commercial solar projects.

The ruling is seen as a major relief for consumers and solar installers, especially after recent concerns over policy changes that linked solar capacity approvals to past electricity consumption. Industry stakeholders had argued that such restrictions were slowing down rooftop solar adoption and creating uncertainty in the sector.
Experts believe the High Court’s intervention will restore confidence among consumers and developers by simplifying procedures and reducing bureaucratic delays.
