Karnataka government moves to restrict and ban pigeon feeding in public spaces due to health concerns linked to droppings and feathers. Feeding allowed only in designated zones with penalties for violations
Bengaluru, Karnataka | December 19, 2025:Karnataka is stepping up efforts to regulate and, in many cases, ban feeding pigeons in public places across urban areas, citing growing public health concerns. The Health and Family Welfare Department has issued directives asking municipal corporations and the Greater Bengaluru Authority (GBA) to implement strict guidelines aimed at reducing risks linked to pigeon droppings and feathers.

In an official communication dated December 16, the department noted that unregulated pigeon feeding has led to large flocks in densely populated zones, contributing to sanitation issues and increased exposure to airborne particles. Medical experts have warned that prolonged inhalation of particles from dried droppings and feathers can trigger respiratory conditions such as hypersensitivity pneumonitis and other lung diseases, especially in children, older adults and people with existing respiratory problems.
Under the proposed framework, feeding pigeons in areas where it causes a nuisance or poses a health hazard will be prohibited. The guidelines recommend allowing feeding only at designated spots, during limited times, and under controlled conditions. These designated zones are to be identified in consultation with stakeholders, with upkeep and monitoring entrusted to recognised charities or non-government organisations.
Local authorities have been given the power to enforce the new rules. Officers can issue on-the-spot warnings, impose fines, or register complaints against violators. Legal action can be pursued under relevant sections of the Bharatiya Nyaya Sanhita, including provisions related to negligent or malignant acts likely to spread dangerous diseases, which carry fines and potential imprisonment.
The Urban Development Department has been tasked with ensuring that municipal corporations implement the guidelines without delay. Public awareness campaigns are also planned to educate citizens about health risks associated with pigeon feeding, the specifics of the new rules, penalties for non-compliance, and humane alternatives for bird care.
Officials emphasise that this move is preventive and focused on public safety. While pigeon feeding has cultural roots in many communities, authorities say unchecked practices have brought unintended health and sanitation challenges that need to be addressed through regulation rather than unrestricted continuation.
