Kalyan–Dombivli, February 12, 2026: A significant administrative irregularity has come to light in the Kalyan‑Dombivli Municipal Corporation, where an employee accused in a serious offence and lodged in judicial custody for over 40 days continued to receive his regular salary during the period he was behind bars. The situation has raised concerns about internal payroll monitoring and procedural checks within the civic body.

Officials confirmed that the employee remained in custody for more than a month on charges relating to a serious alleged offence, yet municipal payroll systems continued to credit his salary for the entire 40‑day period. Municipal sources described the lapse as an “institutional oversight” given that standard procedures should flag such cases for suspension of pay until legal issues are resolved.

The case was reported locally on February 11, with civic watchdogs and opposition leaders criticising the apparent lack of coordination between the municipal personnel department and law enforcement records. They argued that such lapses not only reflect poorly on internal controls but may also encourage inefficiencies or misuse of public funds.

Representatives of employee unions acknowledged that while workers are generally entitled to pay during suspension unless proven guilty, continuing salary payments during active custody for alleged serious offences is not standard practice and warrants review. They called for clearer rules tying pay suspension to custodial status when charges involve grave allegations.

Municipal authorities, when approached for comment, stated that the matter is under administrative review and steps will be taken to assess gaps in the payroll and verification mechanism. They indicated that corrective actions, including tightening checks between custody records and salary disbursements, may be implemented to prevent similar situations in the future.

The episode has sparked debate over the need for robust internal controls within local governments to ensure accountability and prevent unwarranted salary disbursements during periods when employees are unable to fulfil duties due to custodial detention.
