Maharashtra has amended its Land Revenue Code, eliminating the need for separate non‑agricultural (NA) permission from district collectors when converting land. Annual NA tax abolished and building plan approval now suffices.


Maharashtra | February 13, 2026: The Government of Maharashtra has introduced sweeping reforms to the state’s land conversion regime by amending the Maharashtra Land Revenue Code. Under the new provisions, landowners and developers will no longer need to obtain a separate non‑agricultural (NA) permission from the District Collector when converting agricultural land for non‑agricultural use, provided the proposed land use is allowed under applicable development plans.

Under the revised framework, approval of a building plan granted by the Town Planning Department or relevant local authority will now be treated as deemed NA permission. This change aims to merge land‑use conversion and construction approvals into one streamlined process, reducing bureaucratic steps and procedural delays.

The amendment also abolishes the annual NA tax, replacing it with a one‑time conversion premium based on the current market value of the land. Previously, landowners were required to pay recurring NA tax after conversion, which often added financial and administrative burdens.

Another significant reform is the removal of the requirement for a separate sanad (conversion certificate) for availing bank loans once land has been converted. The government has integrated these changes with digital platforms such as the Building Plan Management System (BPMS) and AutoDCR to facilitate online applications and automatic updates to 7/12 land records.

State authorities say these changes are designed to enhance ease of doing business, improve transparency in land administration, and accelerate real estate and infrastructure development across Maharashtra. While the reforms are expected to benefit urban redevelopment, industrial expansion, and housing sectors, landowners and developers are advised to comply with the updated procedural and premium requirements.
