Maharashtra Becomes First Indian State to Partner with Starlink for Satellite-Based Internet Connectivity in Remote Areas

Maharashtra signs MoU with Starlink to deliver satellite-based internet to remote districts like Gadchiroli, Nandurbar, Dharashiv, and Washim, marking a milestone toward building a fully connected, future-ready digital state.
Mumbai | 06 November 2025:In a landmark move toward bridging the digital divide, the Maharashtra government has signed a Memorandum of Understanding (MoU) with Starlink Satellite Communications Pvt. Ltd., a part of Elon Musk’s SpaceX, to bring satellite-based internet connectivity to the state’s remotest regions.
Chief Minister Devendra Fadnavis expressed confidence that the partnership will help connect even the most inaccessible parts of Maharashtra, advancing the goal of a “future-ready and digitally connected” state. Information Technology Minister Adv. Ashish Shelar, IT Secretary Virendra Singh, SpaceX CEO Lauren Dreyer, Starlink representatives Manoj Makrand Kurthadikar and Varish Ladwa, and MahaIT officials were present at the signing ceremony.
With this agreement, Maharashtra becomes the first Indian state to formally partner with Starlink. The initiative will primarily benefit remote areas of Gadchiroli, Nandurbar, Dharashiv, and Washim by providing satellite internet to government and tribal schools, primary health centers, and public service centers.

Chief Minister Fadnavis said that the project would serve as a model for “Digital India” at the grassroots level. The program will also strengthen satellite-based police connectivity across infrastructure networks such as highways, ferry services, ports, and coastal zones, along with improving access to online education and telemedicine.
The pilot phase of the project will be completed in three stages—30, 60, and 20 days—over a total of 110 days. A joint task force will oversee implementation, and quarterly reviews will be conducted under the Chief Minister’s chairmanship.
The initiative also includes training and capacity-building programs for government staff and local communities. Once the pilot is successfully completed, the project will be expanded across the state, positioning Maharashtra as a national leader in satellite-based digital infrastructure.
Chief Minister Fadnavis called the collaboration with Starlink a “matter of pride,” noting that it would accelerate the state’s digital transformation, boost electric vehicle adoption, coastal development, and disaster resilience efforts.
