Maharashtra Launches Tough Crackdown On Illegal Sand Transport With Instant Permit Suspension And Cancellation Rules

Maharashtra has introduced instant permit suspension and cancellation for vehicles involved in illegal sand transport. The new rules empower field officers to enforce strict action and curb environmental damage and revenue loss.
Maharashtra | 28 November 2025: The Maharashtra government has launched a decisive crackdown on the sand mafia, with Revenue Minister Chandrashekhar Bawankule ordering immediate suspension and cancellation of vehicle permits involved in illegal transportation of sand and other minor minerals. The decision marks one of the strongest enforcement measures taken in recent years.

According to the new circular issued by the Revenue Department, any vehicle detected in illegal transport will face direct action under Section 86 of the Motor Vehicles Act, 1988. A three-stage penalty system has been introduced to ensure strict deterrence. For the first offence, the vehicle will face a 30-day permit suspension along with impoundment. A second offence will attract a 60-day suspension and impoundment. A third violation will result in permanent permit cancellation and seizure of the vehicle by the Regional Transport Authority.
The action applies to all equipment used in illegal mining operations, including JCBs, excavators, Poklands, drill machines, dumpers, trucks, trolleys, boats, barges, compressors and mechanized loaders. The Minister said illegal extraction and transport of minerals had caused serious environmental damage and significant revenue losses, adding that those involved would now face strict consequences.

Field officers of the Revenue Department have been instructed to immediately inform the Transport Department once an offending vehicle is found, enabling real-time cancellation and seizure. Officials say the move will help curb criminal networks linked to mineral smuggling and reduce risks faced by government officers during enforcement operations.

The state hopes that these strong measures will put an end to widespread illegal sand mining and reinforce coordinated action between the Revenue and Transport Departments.
