Massive Revenue Over one lakh farmers allegedly affected as misuse of legal provisions led to unauthorized changes in land ownership records, triggering a major political uproar in the state

Mumbai | 20 March, 2026: A major controversy has erupted in Maharashtra after Revenue Minister Chandrashekhar Bawankule admitted in the Legislative Council that the state’s Revenue Department has witnessed one of the largest scams in its history. The revelation has sparked intense political debate and raised serious concerns over administrative accountability.

According to the minister, provisions under Section 155 of the Land Revenue Code-meant for correcting clerical or typographical errors in 7/12 land records-were allegedly misused to alter ownership details. This led to fraudulent changes in land titles, reportedly affecting nearly one to 1.5 lakh farmers across the state.

The issue was raised in the Council by Shiv Sena (UBT) MLA Anil Parab, who questioned how officials were using the same legal provisions for both corrections and major Mutation in land ownership. He alleged that farmers faced delays and harassment while seeking legitimate corrections, while large-scale manipulations went unchecked.

Responding to the concerns, Bawankule stated that multiple complaints had been received regarding misuse of Section 155. He confirmed that orders have been issued for a statewide inquiry and instructed district collectors to review and revoke all changes made under the provision.

An internal report has already highlighted serious lapses, including unauthorized alterations without landowners’ consent, irregularities in non-agricultural land conversions, and illegal transfer approvals benefiting private interests.The minister assured the House that strict action would be taken within days, regardless of the officials’ rank. With criminal cases already registered in some instances, attention is now on how swiftly the government proceeds against those responsible.
