Pune Municipal Corporation confirms that the Model Code of Conduct does not apply amid municipal council and nagar panchayat polls, clearing the way for ongoing civic works.

Pune | November 5, 2025: The Pune Municipal Corporation (PMC) has officially confirmed that the Model Code of Conduct (MCC) currently enforced ahead of local-body elections in Maharashtra does not apply to its jurisdiction. The clarification, issued by the Commissioner of PMC, comes after speculation that the MCC might halt tenders and development works across the city.

The MCC was triggered following the election notification for 246 municipal councils and 42 nagar panchayats, with polling scheduled for December and counting on December 3. However, the PMC Commissioner sought guidance and received confirmation from the state secretariat that only municipal councils and nagar panchayats fall under the code, not municipal corporations like PMC.

This ruling means ongoing and planned development projects under PMC can proceed without being paused for election-related restrictions. Civic contractors and officials welcomed the decision, seeing it as relief from potential delays in major infrastructure upgrades across the city.

Officials emphasise that while the MCC isn’t binding on the corporation, the PMC must still avoid any actions that could influence elections indirectly. The corporation will continue functioning in a normal mode, ensuring that public services and works proceed on schedule.
