Pune |02 March 2026: In a significant move to ease the financial burden on taxpayers and improve civic revenue compliance, the Pimpri Chinchwad Municipal Corporation (PCMC) has announced the launch of a new incentive scheme called ‘Abhay Yojana’, effective from March 1. Under this initiative, property owners will be eligible for a waiver of up to 90% on property tax penalties if they clear outstanding dues within the designated window, aiming to encourage greater timely compliance and reduce long‑standing arrears.

The Abhay Yojana has been introduced against the backdrop of rising concerns over unpaid property tax dues in the rapidly urbanising regions of Pimpri‑Chinchwad. Civic officials explain that delayed payments and accumulated penalties have been a persistent challenge, resulting in both financial strain for residents and shortfalls in municipal revenue streams. By offering a substantial waiver on accrued penalties, the corporation hopes to motivate taxpayers to settle their accounts without facing the full brunt of delayed charges.

Under the scheme, eligible property owners who have pending property tax dues, including penalties accrued up to the cut‑off date, can avail themselves of a concession where 90% of the penalty amount will be waived upon payment of the principal tax owed within the scheme’s period. This effectively reduces the burden of late fees while ensuring that the core tax revenue is collected for civic services such as water supply, sanitation, street lighting, and infrastructure development.

Officials have clarified that the Abhay Yojana is part of a broader effort to rationalise the property tax structure and enhance civic engagement with taxpayers. “We recognise that many residents have faced financial difficulties, especially in the wake of economic disruptions in recent years. This waiver is intended to provide relief while also strengthening public cooperation on tax compliance,” said a senior municipal officer.

The scheme will run for a limited period, and property owners are being urged to take advantage of the offer before the deadline. PCMC authorities have emphasised that once the Abhay Yojana window closes, penalties will be levied strictly according to existing municipal rules without further concessions. Taxpayers can make payments through the official PCMC portal or at designated civic centres to avail of the penalty waiver.

Urban policy experts have welcomed the move, noting that penalty amnesty programs often serve as effective tools for clearing long‑standing dues while improving future compliance behaviours. They also pointed out that such schemes can provide a boost to civic finances at a time when municipal bodies across India are seeking to enhance revenue collection in the face of increased demand for public services.

Residents and property owners have already begun responding to the announcement, with many expressing relief at the opportunity to resolve outstanding liabilities at a reduced cost. “I have been meaning to clear my property tax for years but was deterred by the heavy penalty. This waiver gives me a chance to settle it affordably,” said one homeowner.

PCMC officials are also planning an awareness campaign to ensure that residents are informed about the Abhay Yojana details, eligibility criteria, and payment procedures. Notices will be sent via SMS, official social media channels, and local community outreach efforts to maximise participation and ensure that eligible taxpayers do not miss the opportunity.
