PMC introduces ‘Abhay Scheme’ offering 75% waiver on property tax penalties from November 15 to January 15, benefiting 4.97 lakh owners, aiming to recover ₹5,500 crore in pending dues.
Pune|08 November ,2025: The Pune Municipal Corporation (PMC) has announced a major relief for property owners through the launch of the ‘Abhay Scheme’, aimed at recovering long-pending property tax arrears. Under the scheme, property holders will receive a 75 percent waiver on penalty amounts, applicable to all categories of properties, including those in the recently merged villages.
The scheme will be in effect from November 15, 2025, to January 15, 2026, as confirmed by Municipal Commissioner Naval Kishore Ram. Around 4.97 lakh property owners stand to benefit from this initiative. As per PMC data, ₹3,158 crore is pending in principal tax dues, while penalties have accumulated to ₹9,002 crore. If citizens make full use of the scheme, the civic body expects to recover nearly ₹5,500 crore.

However, around 1.4 lakh property owners who already availed benefits under the earlier Abhay Scheme will not be eligible this time. These defaulters collectively owe approximately ₹900 crore. Commissioner Ram also cautioned that strict action will be taken against repeat defaulters who fail to clear their dues despite this relief.
The initiative aims to boost PMC’s revenue collection while offering taxpayers a one-time opportunity to settle old arrears at a reduced penalty. The civic administration believes this step will not only ease the financial burden on citizens but also streamline property tax recovery ahead of the new financial year.
