Pune Municipal Corporation is drafting new construction rules to safeguard underground metro tunnels after recent damage, mandating technical clearances and stricter scrutiny.

Pune | 28 March, 2026: In response to a recent incident of damage to an underground Pune Metro tunnel, the Pune Municipal Corporation (PMC) has taken decisive steps to overhaul construction norms for projects located above or near metro corridors — especially in densely built areas of the city’s historic “Old Wada” precincts. The decision comes amid rising concerns that routine construction activities, such as drilling and redevelopment, could inadvertently compromise the structural integrity of the metro system as it expands.

The PMC’s planned framework aims to enforce stricter controls on redevelopment and new construction works that fall along underground metro alignments, including detailed technical scrutiny before approvals are granted. Civic officials have noted that the guidelines will be especially relevant for activities such as excavation, borewell drilling, foundation work and structural modifications, which — if undertaken without proper safeguards — can pose risks to tunnels, especially the underground stretch between Shivajinagar and Swargate.

Municipal Commissioner Naval Kishore Ram said that the guidelines are being designed to balance Pune’s rapid redevelopment with infrastructure safety, underscoring the importance of protecting critical public assets like the metro network. The move follows a recent incident where borewell drilling at a redevelopment site in Shukrawar Peth allegedly caused seepage and structural impact inside an underground tunnel segment — prompting immediate inspection and corrective action by Metro authorities.

Under the proposed rules, developers and property owners will likely be required to obtain separate permissions from groundwater and metro authorities, in addition to standard building clearances, for works undertaken above or close to metro corridors. This includes mandatory structural safety assessments, technical supervision during execution, and compliance with engineering specifications designed to prevent inadvertent damage. Civic officials believe that integrating such safeguards into the planning process will help mitigate risk, especially in old and densely populated localities where redevelopment activity is intense.

Industry experts and urban planners have welcomed the initiative, noting that underground transit systems are sensitive to vibrations, deep excavation and sub-surface interference, which can compromise tunnel linings and adjoining structures if not managed with precision. They have also highlighted that while Pune’s metro expansion — including ongoing work on Phase 3 and planned extensions — will bring major benefits to commuters, it also demands greater coordination between civic bodies, metro authorities and developers to avoid costly setbacks.

The proposed construction norms dovetail with other recent PMC directives aimed at regulating construction activity citywide. In a separate move, the civic body has also limited permissible construction hours to 7 a.m. – 9 p.m. within city limits to address noise and pollution concerns raised by residents — reflecting a broader push toward stricter oversight of urban development.

Officials have indicated that draft rules will be finalised after consultations with metro engineers, urban planners and legal experts, with an eye toward formal notification in the coming weeks. Once adopted, the new norms are expected to serve as a blueprint for safer construction near metro infrastructure — setting a precedent for how modern cities can protect vital public transit investments while accommodating growth and redevelopment.
