Pune ACB arrested education sub-inspector Raosaheb Mirgane after he was caught taking a ₹1 lakh bribe for approving a teacher’s Shalarth ID, exposing corruption in the education department.
Pune, November 27, 2025 – A bribery case in the state education department came to light after the Anti-Corruption Bureau arrested education sub-inspector Raosaheb Bhagwan Mirgane while he was allegedly accepting a ₹1 lakh bribe. The trap was laid inside his office on DP Road, where ACB officials caught him taking the money from a complainant who had approached the agency after months of struggle. The complainant was a teacher from Solapur district whose Shalarth ID had not been approved since 2016, causing her to work without receiving her rightful salary. Her husband filed the complaint, stating that the approval was being intentionally delayed until the bribe was paid.
Before setting the trap, the ACB carried out two verification checks of the bribe demand. After confirming that the demand was genuine, officials arranged a planned operation at Mirgane’s office. As soon as he accepted the marked notes, officers entered and detained him. During the search that followed, the ACB found an additional amount of cash in the office, raising questions about how often such activities may have taken place.
The incident has once again highlighted the challenges faced by teachers and government employees who depend on timely approvals from the education department. Many in the education sector expressed shock that a teacher had been waiting nearly nine years for something as basic as salary release. The delay had caused significant financial strain on the family, and the bribery demand only added to the stress.
Following the arrest, an FIR was registered under the Prevention of Corruption Act. ACB officials said that the operation should send a message to all government employees that bribery, even for routine approvals, will invite strict action. They encouraged citizens to come forward whenever they face such demands, noting that many cases only come to light because of complaints from ordinary people who choose not to tolerate corruption.
People familiar with the case say the teacher finally received approval for her Shalarth ID after the arrest, offering the family some relief. The situation also sparked conversations within the education department about accountability and the need for better monitoring of officials responsible for essential documentation.
Investigations into Mirgane’s activities are ongoing, and officers are trying to determine whether similar demands were made from other teachers or applicants. The case has added pressure on supervising authorities to examine internal processes more closely and ensure transparency in routine administrative work.
