Pune’s municipal corporation ups penalty for unauthorised flex banners to ₹10,000-₹15,000, vows decisive removal actions – including political posters -to curb visual pollution.

Pune | December 10, 2025: A sharp crackdown is set to begin across Pune as the municipal administration raises penalties for unauthorised flex banners and hoardings. The fine has been increased dramatically – from ₹1,000 per flex to between ₹10,000 and ₹15,000 – signaling a zero‑tolerance stance on illegal hoardings, particularly those erected without permission.

The decision comes after repeated complaints about banners and posters mounted on electric poles, traffic signals, streetlights, and other public spaces. These unauthorised displays, often installed during festivals or election campaigning, have contributed to visual clutter, blocked footpaths, and posed safety risks to pedestrians and drivers.

In a formal directive, the civic commissioner ordered all departments -including the Sky Sign, Licensing and Anti‑Encroachment teams – to intensify removal drives and ensure uniform enforcement, even against flexes put up by political aspirants or parties. Previous campaigns had targeted only commercial banners; now, political advertisements are also explicitly included.

Under the new enforcement plan, officials will swiftly remove unauthorised banners upon detection, issue fines, and where needed, file legal cases under relevant municipal laws. Public‑property protection norms will be more strictly applied. A fresh drive to clear the city of illegal posters and flexes is expected to begin immediately.

City residents and activists have welcomed the move, noting that illegal banners have long marred public spaces and added to civic hazards. In recent months, several drives removed thousands of unauthorised flexes, but recurring violations – especially during festivals or political events -had reduced earlier efforts to a temporary fix.

The increased fines and administrative resolve may finally deter habitual offenders. Civic authorities have also appealed to citizens and advertising firms to obtain proper licences before putting up banners and to respect rules meant to keep public spaces safe and uncluttered.
