Pune | March 31, 2026: In a move that has triggered controversy, the Pune Municipal Corporation (PMC) has reportedly approved expenditure of Rs 45.91 lakh for maintenance and repair work at the Mayor’s bungalow without issuing a formal tender. The decision was cleared through a quotation-based process, with the work being approved after calling for only three quotations. According to sources in the civic administration, the proposal for completing the maintenance work was placed before the Standing Committee, where it received approval. The expenditure, amounting to nearly Rs 46 lakh, has raised serious questions over financial transparency and whether standard procurement norms were bypassed.
Civic officials said the approval was granted through a limited quotation procedure instead of the conventional tendering route, which is typically followed for works involving large sums. The process reportedly involved inviting quotations from three parties and awarding the work based on the lowest quote submitted. The matter is expected to be raised before the General Body, with critics arguing that a full tender process should have been mandatory for such high-value spending. Opposition members within the civic body are likely to question why a public tender was not floated, especially when the expenditure involves taxpayer funds.

Sources from the Building Construction Department indicated that if a formal tender process had been followed, the corporation could have ensured wider participation, better competition, and potentially lower costs. They also pointed out that tendering is considered an important safeguard to prevent favouritism and ensure accountability in public spending. The expenditure has also sparked debate over the necessity of such costly maintenance work, particularly at a time when citizens continue to raise concerns about basic civic issues such as road repairs, water supply, and waste management.
Adding to the controversy is the question of whether the Mayor will actually reside at the bungalow, with some members reportedly questioning the urgency of carrying out high-cost repairs and renovations. The PMC administration is yet to issue an official clarification on why the tender process was bypassed and whether the decision complied with procurement rules.
