Pune: Municipal Commissioner reshuffles key PMC departments after senior officials become available

Pune Municipal Corporation has reassigned multiple department heads, including property tax, encroachment, information and social media, as part of an internal administrative reshuffle.

10 November 2025, Pune – The Pune Municipal Corporation has undergone a fresh administrative shuffle after the Municipal Commissioner reassigned responsibilities across several important departments. The move follows approval from the state government and the availability of senior officials who had recently returned from leave or completed earlier assignments. According to the internal order, significant changes have been made in property tax, encroachment, information, social development, and several other wings of the civic body. Ravi Pawar has been appointed as the new head of the property tax department, taking over from Avinash Sakpal. The property tax department is one of PMC’s most critical revenue-generating units and often faces public pressure over assessments and collection. Officials within PMC believe the change aims to speed up pending assessments and streamline taxpayer grievances before the year-end cycle.

In another key shift, Somnath Bankar has taken charge of the encroachment department in place of Sandeep Khalate. The encroachment department has been dealing with rising complaints from various parts of the city, especially around market zones and road-widening areas. With Bankar’s appointment, the expectation is that enforcement and clearing operations will see a more structured approach. Sakpal, who previously headed property tax, has now been placed in charge of the motor vehicle and environment departments. These wings handle municipal transport matters, pollution control, and compliance with environmental guidelines, all of which are increasingly under focus due to the city’s growing population and vehicle load.

Khalate, on the other hand, has been shifted to oversee the social development and chawl department. This role includes supervision of welfare schemes, slum rehabilitation projects and community outreach programmes. Civic sources say the department requires consistent monitoring because many of its initiatives directly affect low-income residents. Another notable change is the appointment of Tushar Babar to the information, public relations and social media division. As PMC increasingly relies on digital channels to communicate with citizens, Babar’s role will involve strengthening official messaging, managing online announcements and improving the corporation’s visibility across platforms. Meanwhile, officer Asha Raut has been given responsibility for the security and stores departments, which manage safeguarding PMC properties and ensuring inventory availability for civic operations.

Administrative reshuffles like this often take place ahead of major policy pushes or expected civic challenges. Many believe this one has been carried out to boost efficiency before new infrastructure projects and to ensure each department has capable leadership as local body elections draw closer. The changes may also help quicken decision-making in areas where work had slowed during the transitional months. For citizens and civic stakeholders, the reshuffle means updated points of contact and new leadership styles in several departments. Businesses dealing with property permissions, tax matters or environmental clearances might see procedural changes depending on how the new officers approach their mandates. Internal officials say the reallocation aims to balance workload and align officers with departments that match their experience and field strengths.

As the new structure settles in, PMC is expected to review the impact of these assignments over the coming months. For now, the commissioner’s decision has set the tone for a more active administrative season and increased attention on civic performance as Pune continues to expand rapidly.
