Pune| 18 May,2026: A major housing controversy has surfaced in Hadapsar’s Sadesatara Nali area, where nearly 150 families living in the Prithvi Proximus project are facing legal and financial uncertainty after the developer allegedly handed over flats without securing the mandatory Occupation Certificate (OC).The project, developed by Prithvi Edifice Pvt. Ltd. under director Abhay Kele, is now under scrutiny as civic authorities examine serious violations of municipal norms.

Triple Tax Shock for Residents : Residents who moved into their homes are now being penalized under provisions of the Maharashtra Municipal Corporation Act, which prohibits occupation of buildings without an OC. As a result, homeowners are reportedly being charged triple property tax, despite having fully paid for their flats.

Safety Risks Raise Alarm: Experts warn that the absence of an OC is not just a legal lapse but a serious safety concern. The certificate is issued only after strict checks on fire systems, structural stability, and civic infrastructure. Without it, residents may be living in buildings that have not been certified as safe for habitation.

Urban planners caution that allowing such practices could encourage developers across Pune to bypass critical safety norms in a race to monetize projects faster.

Tax Evasion Allegations: The controversy has deepened with allegations that the developer may have evaded crores in taxes, particularly Open Land Tax payable to the Pune Municipal Corporation. Activists claim that false declarations were made to avoid these dues, potentially causing significant revenue loss to the civic body.

Authorities are now examining:

  • Unauthorized occupation of the building
  • Non-payment of statutory taxes
  • Possible violations in project approvals

Residents, meanwhile, find themselves caught in a difficult situation facing penalties for a decision they claim was based on the developer’s assurances. The case has triggered wider concerns over regulatory enforcement in Pune’s booming real estate sector, with activists demanding strict action to prevent similar incidents in the future.
