State Assembly Speaker orders full toll waiver for electric vehicles on key expressways within eight days and mandates refund of wrongly collected tolls from EV owners since policy enactment.


Mumbai|December 11, 2025:The Maharashtra government has been given an eight‑day deadline to enforce a toll exemption for electric vehicles (EVs) on major highways, and to refund tolls wrongly collected from EV owners, as directed by Assembly Speaker Rahul Narwekar. The order came after multiple reports of toll deduction even after a state policy introduced the exemption in May 2025.

The waiver covers EVs travelling on the Mumbai–Pune Expressway, the Nagpur–Mumbai Samruddhi Expressway and the Atal Setu (Mumbai Trans Harbour Link), as per the state’s EV Policy 2025. Although the policy was implemented on August 22, 2025, many EV users continued to be charged tolls  prompting outrage and legislative scrutiny.

During a session in Nagpur, Speaker Narwekar termed continued toll collection from EVs “illegal,” and directed the government to ensure the waiver becomes fully operational within eight days. He also ordered a refund mechanism for those who paid tolls post-policy. “If even a single EV is being charged toll, then it is illegal,” he declared.Responding on behalf of the government, Transport Minister Dada Bhuse acknowledged that delays resulted from technical issues involving FASTag and integration with the VAHAN database. However, he assured that the state would comply with the Speaker’s order and install the required systems promptly.

The Speaker further urged the government to expand EV‑charging infrastructure, stressing that current 30 kW charging stations are insufficient and that 120 kW fast‑charging units should be installed to support growing EV usage.

EV owners and advocacy groups have welcomed the directive. Many had previously shared toll receipts as proof of wrongful deductions. With this order, thousands of EV users expect full reimbursement and a seamless toll‑free travel experience on the state’s key highways.
