The appointment has been made on a coterminous basis, aligning his tenure with that of the Prime Minister and extending until May 31, 2029, subject to official confirmation. Dr. Shah is not new to the role, having been serving as Private Secretary to the Prime Minister since August 17, 2020. His recent empanelment for Joint Secretary or equivalent positions in February 2026 paved the way for his formal elevation, further strengthening his position within the PMO.
His association with the Prime Minister’s Office dates back to 2019, when he served as Deputy Secretary until 2020. Over the years, he has emerged as a key member of the administrative team, playing an important role in policy coordination and governance at the highest level. Academically accomplished, Dr. Shah has a strong background in environmental engineering. He secured top ranks in both his Bachelor’s and Master’s degrees, later pursued a Bachelor of Laws (LL.B.), and earned a PhD. His international academic exposure includes studies at the University of Manchester and a fellowship at the Harvard Kennedy School.
Before joining the Indian Administrative Service, Dr. Shah worked as a junior engineer at the Gujarat Pollution Control Board. During his tenure in Gujarat, he held several important administrative positions and contributed to modernizing environmental governance through the implementation of digital systems. He began his central deputation in 2017, serving as Private Secretary to Union Environment Ministers, including Anil Madhav Dave and Prakash Javadekar. During this period, he was associated with key initiatives related to pollution control and plastic waste management.

His continued role in the PMO reflects a blend of experience, expertise, and institutional trust, ensuring continuity in governance and policy execution at the highest level of administration in the country.
