Fake ULC Certificates Suspected in Pune Land Transaction; EOW Tightens Probe, Nana Bhangire Booked

Serious forgery charge added as Pune Police EOW finds fabricated Urban Land Ceiling orders used in disputed land deal.

Pune, 14 March 2026: The Economic Offences Wing (EOW) of Pune Police has invoked Section 467 of the Indian Penal Code (IPC) in an ongoing investigation into a disputed land transaction after determining that key Urban Land Ceiling (ULC) documents were forged, officials said.

According to police, the allegedly fabricated ULC orders were used to falsely establish clear ownership and legal status of the land involved in the transaction. The documents were reportedly relied upon during dealings related to a parcel of land that had already been sold to Marvel Realtors Group, raising serious questions about the authenticity of records presented during subsequent transactions. Officials noted that the findings have created serious concerns over the use of forged or fake ULC certificates in the deal, which were allegedly used to project a legitimate title to the property.

In a significant development in the case, Nana Bhangire has been named as an accused in the FIR. Police allege that Bhangire purchased a portion of the land without monetary consideration at that point of time, despite it having previously been sold to Marvel Realtors, a move that is now under scrutiny as part of the alleged fraud. According to records, after the investigation began and long after the actual purchase, Bhangire later paid ₹96 lakh in connection with the land transaction.

Officials said the addition of IPC Section 467, which deals with forgery of valuable security, wills, or government records, significantly strengthens the criminal case. The EOW continues to probe the matter and is examining the role of other individuals connected to the land transaction. Police is also scrutinising property records and related documentation to determine the extent of the alleged fraud and identify any additional persons involved.
