Mumbai| December 10, 2025: Officers from the state’s Goods and Services Tax (GST) department have kicked off a phased agitation after repeated appeals and meetings with administration failed to yield results. The movement started with a door‑to‑door awareness campaign among officers, followed by slogans outside the GST headquarters in Yerawada. The agitation aims to push the government to address multiple long‑pending demands.
Beginning Tuesday, all GST officers plan to report for work wearing black ribbons, a symbolic protest signalling their dissatisfaction. If their concerns continue to be ignored, the agitation will escalate: a “mass leave” -or coordinated community leave – has been slated for Wednesday, potentially disrupting GST operations across the state.
Leaders of the officers’ association expressed frustration that despite formal written representations and several meetings, the administration has not taken concrete action. Officers from various levels, including senior and entry-level staff from the Pune region and beyond, have joined the protest. They emphasised they remain open to dialogue, but insist the protest will continue unless their demands are addressed soon.
The grievances reportedly include issues like pending promotions, reassignment delays, salary and benefit corrections, and an inadequate staffing structure in several divisions. Earlier policies, especially those involving frequent transfers and restructuring, have already drawn criticism from GST personnel in the region, creating long‑standing discontent within the department.

Protests by GST officers are not unprecedented; earlier agitations had stemmed from transfer policies and career‑progress concerns. But the current agitation threatens to impact tax administration services significantly across Maharashtra, especially if the proposed mass leave is enforced.
This development comes at a time when revenue collection, taxpayer support services, and audit functions depend heavily on operational continuity. Experts say that prolonged disruption could delay GST compliance, refunds, audits, and other crucial services taxpayers and businesses rely on.
Officials representing the department have yet to issue a public statement. However, insiders suggest authorities are engaged in emergency consultations to evaluate demands, weigh feasibility, and potentially avert the leave strike.
If the protest escalates, it may also reignite the debate around workforce management, workload distribution, and structural reforms across tax departments. For now, the agitation stands as a reminder that civil service staff grievances-if unaddressed – can ripple over to affect businesses and citizens dependent on their timely services.
