Maharashtra’s Budget Session will begin on February 23, 2026, with both the Legislative Assembly and Council proceeding without leaders of opposition a first in state history

Mumbai| February 21, 2026: Maharashtra will witness an unconventional start to its Budget Session 2026 when the state legislature convenes on February 23 without a Leader of Opposition (LoP) in either the Legislative Assembly or Legislative Council. This situation has emerged because opposition parties currently do not meet the minimum criteria required to claim the formal opposition leadership posts, leaving both positions vacant as crucial budget debates approach.

Under parliamentary practice, the Leader of Opposition plays a pivotal role during significant legislative events, especially during the presentation and scrutiny of the state budget. However, the Maharashtra Legislative Assembly requires a party to hold at least 10 % of seats to formally nominate an LoPa threshold no single opposition party could satisfy in the recent composition. As a result, the Speaker and legislative authorities have not appointed anyone to the post in the Assembly. Likewise, the Legislative Council lacks a formal LoP due to pending nominations by opposition groups.

The 2026–27 state budget is scheduled to be presented by Chief Minister Devendra Fadnavis on March 6, and the session will run through late March. The timing adds extra attention on how legislative discussions unfold without formal opposition leadership. Traditionally, the LoP would coordinate debate, pose challenges to proposed policies and provide organised critique of government priorities. Without such an anchor, opposition voices may need to rely on individual members or informal group strategies to make their perspectives heard.

Political observers point out that the absence of a LoP does not legally hinder the functioning of the legislature, but it could affect the structure and effectiveness of debate during critical scrutiny of fiscal proposals, spending priorities, and policy directions. The legislature will still conduct routine procedures such as the Governor’s address, discussions on legislative business, and budget presentations, but the nature of opposition engagement may differ from past sessions.

The vacancies reflect broader political dynamics and recent realignments in the state, where opposition parties have struggled to consolidate strength following electoral results. Some leaders have pushed for filling the LoP posts as soon as possible, arguing that recognised opposition leadership is essential for a balanced democratic process, especially when the state faces debates over public debt, policy goals, and socio-economic priorities.

This unusual arrangement will unfold against the backdrop of fiscal debates, concerns over government spending, Rajya Sabha elections, and political transitions, making this Budget Session one of the more politically charged in recent years. The eyes of political analysts, citizens, and business stakeholders will be on how legislative deliberations shape up particularly in the absence of conventional opposition leadership
