Maharashtra Introduces Vertical Property Card System, Big Relief for Urban Flat Owners

Maharashtra government has approved a new system to issue individual property cards to flat owners, enabling their names to be recorded on 7/12 land records and improving transparency in property ownership.
Mumbai | 10 April, 2026: In a landmark reform for urban housing, the Maharashtra government has approved the introduction of a “Vertical Property Card” system, bringing long-awaited relief to lakhs of flat owners across the state.

Under the new framework, every apartment owner will receive an individual property card, officially recognising ownership of their flat within multi-storey buildings. This marks a significant shift from the existing system, where government land records such as the 7/12 extract primarily reflected ownership of land parcels rather than individual flats.
One of the most notable changes is that flat owners’ names will now be included in the 7/12 land records. This means that, in addition to owning the flat structure, individuals will also have their proportional share in the land beneath the building officially recorded. For instance, ownership entries may reflect a defined share in the total land parcel linked to each flat.
Officials say Maharashtra has become the first state in India to formalise such a structured system for urban property ownership. The move is expected to bridge a long-standing gap between rural and urban land documentation systems, where rural areas already have clear ownership records through 7/12 extracts.

The Vertical Property Card will include key details such as the total building area, the flat owner’s share based on carpet area, and authentication features like digital signatures and QR codes. These additions aim to make property verification faster, more secure, and digitally accessible.
Experts believe the reform will significantly reduce fraud in the real estate sector. Cases such as selling the same flat to multiple buyers or taking multiple loans against a single property are expected to decline, as each flat will now have a unique, traceable government record.
The new system is also expected to simplify property transactions, including buying, selling, inheritance, and obtaining loans. Banks and financial institutions will benefit from clearer ownership documentation, making lending processes more streamlined and secure.
According to government estimates, nearly 56 lakh urban properties across Maharashtra stand to benefit from this initiative. The rollout will be carried out in phases, beginning with draft rules for public feedback, followed by pilot projects in selected areas. Subsequently, a detailed survey of buildings will be conducted before full digitisation of records.
The reform comes at a time when urban property ownership in cities like Mumbai, Pune, and Thane has often faced legal ambiguity, especially regarding land rights beneath apartment complexes. By formally linking flats with land ownership records, the government aims to bring greater clarity, transparency, and legal security to property holders.
The Vertical Property Card system is being seen as a major step towards modernising land records and strengthening trust in real estate transactions across Maharashtra.
