Maharashtra government forms an eight-member committee to draft “Vertical Property Rules” enabling individual property cards for flat owners in multi-storey buildings.

Mumbai, November 01, 2025: In a major policy shift, the Maharashtra government has initiated steps to issue individual property cards to flat-owners in multi-storey buildings, bringing them on par with stand-alone landowners. Until now, records such as the 7/12 extract and property card have listed only the land or building owner, leaving individual flat purchasers undocumented in official land records.

To frame the required legal and administrative changes, an eight-member committee has been constituted. Headed by the Additional Chief Secretary (Revenue), the panel includes senior officials from the cooperation, urban development, law, judiciary and rural development departments, as well as the settlement commissioner, director of land records and the inspector-general of registration and stamps. The Joint Secretary of Land Survey will serve as member-secretary of the committee.

The committee has been tasked with studying models from other states, reviewing an earlier settlement commissioner’s proposal, and drafting the Vertical Property Rules within one month. These rules aim to enable entries of individual flat-owners in official property registers, including details of carpet area, share in common areas, and other rights—a move expected to resolve longstanding clarity and ownership issues.

By empowering flat-owners with individual cards, the government hopes to bring greater transparency in property transactions, reduce legal disputes over ownership, and streamline processes for developers, banks and housing societies. The reform marks a critical step in modernising land records to reflect the realities of vertical urban housing.
