New Delhi | November 5, 2025 – Congress leader Rahul Gandhi has accused the Haryana election authorities of allowing large-scale voter fraud, claiming that a Brazilian citizen’s photograph was used multiple times under different names in the state’s voter list. Speaking in Parliament, Gandhi alleged that the same image appeared on 22 different voter IDs with names like “Sweety,” “Saraswathi,” and others, which he said exposes a massive flaw in the electoral system.
According to Gandhi, the alleged manipulation is not limited to one or two constituencies but affects nearly every district in Haryana. He claimed that close to 25 lakh entries in the state’s electoral rolls are fake, representing about 12 percent of the total voters. He called the issue “an assault on India’s democracy” and demanded an immediate audit of all voter lists by an independent agency.
During his address, Gandhi showed images he claimed were pulled from the official electoral data, arguing that the duplication of a foreign national’s photo proves a systemic failure. “If a Brazilian citizen can be listed 22 times in Haryana, it means the system has collapsed,” he said. He urged young voters and civil society groups to take note of what he called “organized vote theft.”
The Election Commission of India has responded cautiously, asking the Congress party to submit documentary evidence to support the allegations. Officials stated that, as of now, no formal complaint has been filed under the Representation of the People Act regarding the specific voter IDs mentioned by Gandhi. They also clarified that local returning officers are responsible for vetting voter lists, and such large-scale duplication would require verification through field investigation.
The controversy has triggered a political storm. Congress leaders have backed Gandhi’s claims, arguing that the voter list manipulation benefits the ruling party, while BJP leaders dismissed the accusations as baseless and politically motivated. The issue has already begun trending on social media under hashtags like #VoteChori and #FakeVoters, with users sharing screenshots of the alleged duplicated photos.
As calls for an independent probe grow louder, this controversy has raised new questions about the reliability of India’s electoral rolls and the credibility of upcoming state elections. The Election Commission is expected to review the allegations in its next meeting and may consider a limited audit in Haryana if substantial evidence is provided.
