PMRDA ends ‘paper-only’ construction approvals and mandates physical site inspections by Assistant Town Planners to prevent unauthorized projects, improve compliance, and decentralize approval processes through regional offices.

Pune | 06 November 2025: The Pune Metropolitan Region Development Authority (PMRDA) has decided to end the practice of granting building permissions based only on paperwork. Going forward, all proposed construction sites will undergo mandatory on-ground inspections by Assistant Town Planners (ATPs) before receiving approval. The move aims to prevent unauthorized and irregular constructions across the metropolitan region.

Over the past few months, PMRDA has received multiple complaints about illegal and non-compliant constructions, especially in Wagholi and Hinjewadi. Many of these projects allegedly violated planning norms and misled buyers. Until now, developers could obtain approvals by merely submitting a short letter, often without any physical verification. This loophole encouraged unregulated construction, prompting PMRDA to introduce stricter oversight.

Under the new system, approvals for building and development permissions, transfer of development rights, occupancy certificates, zoning checks, and temporary or final layout approvals will now require site visits. Officials will verify if all construction norms are followed and if mandatory open spaces are maintained. Any discrepancies or violations found during the inspection will lead to corrective action or penalties.

According to Avinash Patil, Director of the Development Permission and Planning Department, site inspection was always meant to be mandatory but was often overlooked. The new rule reinforces accountability and transparency in the process.

PMRDA’s Development and Permission Department currently receives an average of 50 proposals each week. To streamline operations, the authority has also decentralized approval processes, allowing regional offices to handle most applications. Assistant Town Planners and Assistant Directors will visit these offices weekly to process and approve proposals locally, reducing delays and developer inconvenience.
