Maharashtra Extends Final Deadline For Mandatory HSRP Compliance Until December 31, 2025

Maharashtra has given one final extension for mandatory HSRP installation until December 31, 2025, with strict enforcement and fines set to begin from January 2026 across the state.

Mumbai | December 3, 2025: The Maharashtra Transport Department has announced a final extension for High-Security Registration Plate (HSRP) compliance, setting a new deadline of December 31, 2025. Officials have made it clear that this will be the last relaxation, with statewide enforcement beginning in January 2026. Once implementation starts, transport authorities and traffic police will carry out intensive checks to ensure all vehicles follow the mandate.

Maharashtra currently has more than 2.40 crore vehicles registered before April 1, 2019, all of which are required to install HSRPs under guidelines issued by the Ministry of Road Transport and Highways. Despite repeated deadlines, only about 65 percent of these vehicles have completed the mandatory plate installation. Backlogs at authorised fitment centres and delays in the digital approval system have contributed to the slow progress.

The government has reiterated that only plates provided by authorised vendors will be considered valid, ruling out fancy or decorative plates, which remain non-compliant with national standards. As part of the enforcement plan, vehicles found without HSRP after the new deadline will face a fine of 1,000 rupees. Traffic police across the state have been instructed to conduct detailed verification checks once enforcement begins.

Authorities have urged vehicle owners to avoid waiting until the final days before the deadline, as heavy rush and delays are expected at fitment centres. Officials stressed that early installation will help prevent penalties and ensure smoother enforcement once the mandate becomes active in January 2026.
