State transport authorities will begin strict action after February 18 against vehicles without high-security registration plates, imposing fines after repeated deadline extensions and low compliance across Maharashtra

Maharashtra| 04 February, 2026:The state transport department will initiate enforcement action against vehicles lacking High-Security Registration Plates (HSRPs) after February 18, officials have confirmed. The move comes more than a month after the final compliance deadline expired.

Transport authorities have allowed a 15-day buffer period for vehicle owners who had applied for HSRPs before December 31, 2025, to complete the installation process. Officials said this decision was taken to ensure fairness for applicants who followed the procedure within the stipulated time.

Once the grace period ends, strict enforcement will begin across the state. Vehicle owners who booked appointments after the final deadline are expected to face penalties of up to ₹1,000, officials said.Despite multiple extensions, overall compliance with the HSRP mandate remains low. The regulation applies to vehicles registered prior to April 1, 2019, and was initially announced in December 2024. Since then, authorities issued several deadlines to encourage compliance, with December 31, 2025, being the final cutoff.

In Pune, the situation is particularly concerning. Of over 24 lakh vehicles required to install HSRPs, only about 35 percent have complied so far. Across Maharashtra, officials estimate that more than one crore vehicles are still operating without the mandatory plates.Transport department officials said vehicles stopped during enforcement drives will undergo comprehensive checks, not limited to number plates alone. Documentation and other regulatory compliance will also be verified.

Fitment centres have reported repeated issues with vehicle owners missing scheduled appointments. Many reportedly arrive days or even weeks later, often demanding immediate installation, creating operational difficulties and delays.

Authorities have urged vehicle owners to complete HSRP installation at the earliest to avoid fines and enforcement action, stating that continued non-compliance leaves little option but strict implementation.
