Maharashtra to Crack Down on Vehicles Without HSRP Number Plates From July 1

Vehicle owners in Maharashtra without High Security Registration Plates will face enforcement action from July 1, with fines, inspections and restrictions on key transport services after the June 30 deadline.

The Maharashtra Transport Department will begin strict enforcement against vehicles operating without High Security Registration Plates (HSRP) from July 1, following the expiry of the June 30 compliance deadline. The move is aimed at improving vehicle identification, curbing theft and strengthening road safety across the state.
The directive primarily applies to vehicles registered before April 1, 2019, which were originally sold without HSRPs. Vehicle owners who have not installed the tamper-proof registration plates, or have failed to book an installation appointment within the stipulated period, may face penalties under the Motor Vehicles Act. Authorities have indicated that violators could be fined up to ₹1,000 during special inspection drives beginning July 1.
The Regional Transport Office (RTO) has also warned that several vehicle-related services may be restricted for non-compliant owners. These include transfer of vehicle ownership, issuance of duplicate registration certificates and other transport department services that may require HSRP compliance before processing applications.

Officials have repeatedly urged motorists to install HSRPs through authorised vendors, stating that the advanced number plates incorporate security features such as a chromium hologram, laser-etched identification number and tamper-proof locking mechanism. These features help law enforcement agencies identify vehicles more accurately while reducing the risk of fake registration plates and vehicle-related crimes.
Despite multiple extensions granted by the state government, a significant number of vehicles across Maharashtra, including lakhs in Pune, are yet to be fitted with HSRPs. Transport authorities have stressed that enforcement drives will continue statewide to ensure compliance and improve road safety standards. Vehicle owners who have already booked installation appointments are advised to retain proof of booking until the plates are fitted.
