Pune developer seeks CBI probe into alleged ₹600 crore land project fraud, claiming forged ULC orders
Pune|February 07, 2026: Businessman and Marvel Realtors founder Vishwajeet Jhavar has escalated a high‑stakes land dispute into a potential major fraud probe, seeking to move the investigation into a ₹600 crore Mohammadwadi land project from Pune Police to the Central Bureau of Investigation (CBI).
Jhavar filed a formal request with Pune Police Commissioner Amitesh Kumar, asserting that the case originally registered as FIR No. 0011/2026 on January 24 extends beyond a commercial disagreement and mirrors elements of the notorious Pune Urban Land Ceiling (ULC) scam. He claims the accused used five allegedly forged ULC orders from 1999 to misrepresent land titles, then submitted conflicting affidavits to the Pune Municipal Corporation to obtain building clearances.

According to the complaint, the partners in the firms ‘Goel, Patel, and Thakwani Developers’ received over ₹22 crore from Jhavar between 2011–2013 under a joint venture agreement to develop 28.78 acres, but later sold parts of the land to third parties without consent. He also incurred about ₹15.48 crore in related expenses before discovering fabricated documents.
Jhavar has stated that local police is doing fare inquiry and providing necessary legal support in this case and further investigating the probe. Since CBI is already investigating a probe on ULC matter the case need to added in that probe. Meanwhile, several accused including Rajendra Goel of Goel Ganga Developments and partners from Sahyadri Industries secured ad‑interim anticipatory bail from the Sessions Court earlier this month, despite opposition from Jhavar’s legal team. Citing a 2011 Bombay High Court order that transferred dozens of similar ULC cases to the CBI, Jhavar’s team insists that the CBI investigation is necessary to ensure impartiality, bring all culpable parties to account, and restore investor confidence in Pune’s real estate sector.
Police have currently booked multiple individuals associated with the developer consortium under sections of the Bharatiya Nyaya Sanhita, including criminal breach of trust, cheating, and conspiracy, as the matter continues to unfold.
