A sharp rise in registered construction workers in Solapur has triggered suspicion of fraudulent registrations, with agents allegedly collecting money and contractors issuing experience certificates to ineligible applicants

Solapur | 6 March, 2026: A major irregularity has surfaced in the registration of construction workers in Solapur district, where the number of registered labourers has increased dramatically over the past four years, raising concerns about possible misuse of government welfare schemes.

Official records show that in the financial year 2021–22, the district had around 20,870 registered construction workers. However, the number has now surged to nearly 1.57 lakh, prompting authorities to examine whether many of these registrations were obtained through questionable means.

According to officials, the registration process requires documents such as age proof, identity proof, residential details and a certificate confirming at least 90 days of work in construction. Investigators suspect that several applicants obtained such certificates from specific contractors without actually working in the sector.

Reports indicate that agents and middlemen allegedly collected between ₹1,300 and ₹2,500 from applicants, promising them registration under the Building and Other Construction Workers Welfare Board. In many cases, people engaged in other professions, including farming or unrelated labour work, were reportedly registered as construction workers.

Authorities believe that the main motivation behind the sudden surge in registrations is access to multiple welfare benefits offered by the board. Registered workers are eligible for financial assistance for marriage, accident compensation, scholarships for children, medical support, and grants for purchasing work tools.Officials have also noted that many experience certificates submitted during registration were issued by a limited number of contractors, raising further suspicion about the authenticity of the documents. In some cases, beneficiaries allegedly claimed government benefits by submitting false declarations, including claims of a worker’s death.

The labour department has initiated inquiries into the matter, with officials stating that the objective is to ensure that welfare schemes reach only genuine construction workers. Authorities have indicated that strict action will be taken if fraudulent registrations or misuse of government benefits are confirmed.
