Row Over ‘Unqualified’ Doctors in Pune Civic Health Department; Activist Warns of Exposing Irregular Appointments

A social activist has alleged that unqualified doctors were appointed as Ward Medical Officers in Pune Municipal Corporation, raising concerns over public health decisions and warning of legal action if the issue is not addressed
Pune | 07 March, 2026: Serious allegations have surfaced regarding the appointment of doctors in the health department of the Pune Municipal Corporation (PMC), with a social activist claiming that several individuals holding key medical posts do not meet the prescribed eligibility criteria.

He alleged that the move violates established rules and could potentially affect critical health-related decisions in the city.
According to Jagadhne, the municipal corporation’s official policy dated January 21, 2002 mandates that an MBBS degree is compulsory for the post of medical officer at zonal offices. However, he claims that three of the fifteen officers currently serving in these roles hold only B.A.M.S. degrees. The individuals named in the allegation include Dr. Dinesh Bende, Dr. Gopal Ujwavankar and Dr. Ganesh Damale.

Jagadhne further pointed out that a seniority list published by the health department on April 11, 2025 had already marked these officers as “ineligible.” Despite this, they continue to hold the same positions, which he argues is a violation of Sections 45 and 51 of the Maharashtra Municipal Corporation Act, 1949.
He has also alleged that a technical report prepared by officials recommending eligibility criteria for the post was suppressed. According to Jagadhne, the report reportedly emphasised that only MBBS-qualified doctors should occupy the role due to the technical responsibilities involved.Ward Medical Officers play an important role in handling public health emergencies such as dengue and malaria outbreaks. Jagadhne warned that decisions taken without adequate medical expertise could impact the health of citizens and lead to legal complications, especially in matters involving official documentation such as birth and death certificates.

The activist has issued a 15-day ultimatum to the civic administration, demanding cancellation of the appointments and replacement with qualified MBBS doctors. He has also warned that if corrective action is not taken, the matter will be taken to the High Court.
