March 11, 2026 | Pune India’s rental housing sector is set to undergo a major transformation as new rental regulations for 2026 introduce stricter guidelines on tenancy agreements, security deposits, rent increases and tenant protections. The updated framework aims to make the rental ecosystem more transparent, legally structured and fair for both tenants and landlords. One of the key changes under the new rules is the mandatory digital registration of rent agreements. Landlords and tenants must digitally stamp and register their tenancy contracts online within 60 days of signing. Authorities say this move will reduce disputes, prevent fake agreements and ensure all rental arrangements have legal backing. Failure to register the agreement within the specified period may attract penalties starting from ₹5,000.

The regulations also set limits on security deposits. For residential properties, landlords can collect a maximum deposit equivalent to two months’ rent, while commercial properties can require up to six months’ rent. The cap is expected to ease the financial burden on tenants, especially in major cities where deposits previously ranged from six to ten months’ rent. Rent revisions have also been clearly defined. Landlords can increase rent only after a minimum period of 12 months and must provide tenants with a written notice at least 90 days before implementing the hike. The revision terms must be mentioned in the tenancy agreement to avoid disputes.

Tenant rights have been further strengthened under the new framework. Landlords cannot evict tenants without an official order from a Rent Tribunal, and actions such as cutting electricity, water supply or changing locks to force eviction can lead to penalties. Landlords must also give at least 24 hours’ notice before entering rented premises for inspection. Officials say the new rules will help formalise India’s rental housing sector, reduce conflicts and create a balanced system that protects both tenants and property owners
