Maharashtra Assembly unanimously approves amendment allowing nominated members in local bodies, adding 201 Zilla Parishad and 804 Panchayat Samiti members to strengthen governance with expert input

Mumbai | 18 March, 2026: The Maharashtra Legislative Assembly has unanimously passed an important amendment bill, clearing the way for the appointment of nominated members in Zilla Parishads and Panchayat Samitis, aligning them with provisions already in place in municipal corporations and councils.

Once enacted into law, the amendment will add 201 nominated members to Zilla Parishads and 804 members to Panchayat Samitis across the state. .

As per the provisions, Zilla Parishads can nominate up to 10 percent of their total elected members or a minimum of five members, whichever is higher. In Panchayat Samitis, up to 20 percent of the elected strength or at least one member can be nominated.

However, these nominated members will have limited authority. They will be allowed to offer advice and technical guidance in administrative matters but will not have the right to vote on any proposals. They will also not be eligible to hold key positions such as president, vice president, chairperson, or deputy chairperson. Their tenure will end along with the respective council or committee.

The nomination process will be carried out by district collectors based on the proportional strength of political parties, following consultations with party leaders. The final list of members will be published by the State Election Commission in the official gazette.

The bill received support across party lines, with several leaders also suggesting that a similar provision be introduced at the village council level.
